Question asked at the .com and apparently none can figure it out for sure.

Certain provinces have valour bonus for ships. How is this applied? By the presence of a star or that it is invisible and cannot be determined by the player?

My guess is it's the stars. From what i have noted those stars are a unified value reflecting both the valor and the command. Sort of a simplified version for the simple naval battles.

I wish I knew. I think dhows from Tunisia, for example, have a greater probability of getting commanders with stars.

Not every dhow from Tunisia gets a commander with a star. However, many of them do, and many get more than one star. So the average may be +1.

On the other hand, Tunisian dhows certainly seem to be more effective in combat even without visible stars. I don't have any numbers to back that up, however.

Here's hoping someone can give a definite answer.

if your king is high command and high influence, the ships and most units that are not discouraged get stars when produced.

provinces w/ ship bonuses produce ships with more stars. It's really like with any other kind of unit. Build caravels in Portugal, get an extra star for them.
However, as everybody knows, the naval combat is so random that I most definitely have not noticed any significance to stars, in either direction: I've had crappy boats killing 2-3 stars enemy ships, and I've had 3-star caravels sunk to Atlantis by some drunken lake sailor in a barque...
Therapy helps, but screaming obscenities is cheaper.
