TC was different in that ordinary members of the public were thrown into a battle from history and trying to fight it as best they can.
There's a running commentary from historians and the team basically fight the battle the way they want to fight it. The historians explain what really happened historically and if there was a difference between what the team did and what happened historically why it was so.
As I understand it decisive Battles shows battles as they happened, so we won't get anyone being really stupid and going into melee with Attila's Horse Archers...

FYI Decisive Battles and Time Commanders are not the same show, reformatted for the US audience.
DB is a history programme that uses the Total War engine to show the size and sweep of battles, not a participative event for members of the public.
The footage I've seen looks rather cool, though I've yet to see the fully finished item...
