I have never figured out what the valour bonus does for ships as the ones that get produced in the correct provinces still come out with 0* and I don't see any other way to interperet the bonus.
I really don't like the bonuses for Wessex, Denmark and Venice as the AI tries to build towards the units that get bonuses, without regard for era, and this often means that they neglect any other buildings all of which are more important especially in the early phases of the game.
Denmark needs to get some Farming and troops to take out the rest of Scandinavia at least before going broke under the weight of the Prince's BodyGuard units.
Wessex does the same thing and often means that it can have a Castle or more and only produce Archers and falls easily to the French.
Worst is Venice that can often only produce the Urban Militia and totally neglects its rich farming or even a Trade Post to sell things on the boats it produces
Portugal to a certain degree is the same but as its not a starting province its not guaranteed the AI will waste money developing Caravels straight away, especially if the Almohads take the province.
The boats are the first thing I mod out or away from those provinces. Moving the boats to another province , ie Denmark -> Norway, and even giving the other boats bonus provinces (Med Islands is a good place, how else did they get on/off them anyway?) means that the AI will actually make some while not shackling itself.
