I checked it with Gnome and it is correct. Swiss Pikes get a bonus in Switzerland. There is also a hidden bonus for Janissary Heavy Infantry in Bulgaria.

The idea is that the influence of the ruler determines the base command rating of the admirals, and the province adds +1 to that. I never tried this out, though. It should be possible by comparing the command stats of Dows build in Tunisia and another province.
