Who else gets high valour strategic agents?

I know you can get Guy of Guisbourne as an English assassin (starting valour 5 IIRC).
Can any of the other factions get anyone like this?

sure. check out one of the several Heroes sheets that can be found around.
There are at least 2 or 3 of them. The latest one is KyKiske's, a nicely coloured excel spreadsheet. It's the full list of heroes.
You could also have a look in MTW's files and get the list of heroes from there, too.

You can find one at the Totalwar 3D downloads:3D downloads (mind that you don't download the ad ), but this one is far from complete: many heroes of MTW and all of the VI campaign are lacking. In Froggy's beginner's guide you can find the E-mail adres of Nefarious who can send you his MTW pack. I can recommend it: it contains lists of all GA's and heroes (though it does not contain the hero stats, and misses some V&V's and GA's). I am afraid the link to Ky Kiske's heroes listing has dissappeared to somewhere back in the Entrance hall.
