Yes, just like the other ablilities such as "hold formation/position", "skirmish", "fire at will", "ranged or hand-to-hand" for missile units, and "close/loose/wedge formation".

Apart from adopting some RTS-like features to "improve" the game, I still don't see any valid arguments that RTW plays like an RTS. If you want to include the speed issues as RTS-like, then that is the only serious "RTS" problem in my book.

You may be right Steppe Merc. If the Romans automatically launch their pillia (pilliums? javelin-thingies ), then the Celts/Germans should probably have their fear effect automatic too. Fair is fair.l
