Two Questions about Valour

First of all in a region are you able to make all the units built there have a bonus for example in milan they were very famous armourers so could you give all units made there plus one armour. Can you in a region give all types of spearmen a bonus in valour. My other question is if valour has any affect on boats so do the boats built in venice have an advantage. And could you give all types of boat built there a bonus.

This depends on to what extent you want to mod your game. For me a solution would be modding the unused resource (forest) into say renowned armourers or whatever else should it be. Then give Milan, or any other province you want, that resource, and finally create a new building (requiring that resource) and giving all units trained in that particular province a bonus you could set yourself. However I dont actually think it would be possible to make such building give more than +4 armour...

Theoretically yes, but I haven't tested it myself.

I have never spotted a significant difference in valor of the boats I trained. Perhaps the thing is that in a province giving valor bonus for a particular vessel type, there will be no v0 units trained, but all will have at least v1. This, however, is not a signifficant improvement IMHO. As for your last question the answer I'd give is the same as the one regarding training +v spear units.
