The idea seems easy but I cant make it work

I asked the question a while back but no one replied. So lets try again
My aim is to have a series of Romano British mods for Britain all with different geopgraphic maps , factions and time bands running from the flight of the eagfles to the Norman invasion. In principle its very easy to do and all has gone well till now. The era description in startpos.txt works fine. I can have multiple versions of this ie
@["Era_description_ARTHUR"]
simply inserting the mod title works fine .
However all my efforts to do the same with the faction descriptions in changes.txt have failed miserably. ie
@["FSM_faction_info_faction_FN_01_Arthur"]
does NOT work. I have tried variations etc. but all to no avail. It would seem that TW allows only one faction description. Now this is quite a blow as it means that the various mods that share so much information will all need seperate installations. Can anyone either confirm my fears or point me to a solution.
Can I for instance leave say factions 01 to 10 unused in the second mod and use factions 11 to 20 . (Not tried that, wonder if it would work?)
