There is a file in the game directory called preferences.txt

Set FOGOFWAR:FALSE

and away it goes.

BTW - I got a couple of upgraded rhodian slingers from a Senate Mission, and they tear apart everything but calvary.

Why would you want to turn that off? Then you don't get fun surprises like the Macedonians springing a surprise attack with three armies on Thessalia!
