How exactly does slave distribution work?

Every province with a governor gets slaves, but what happens if you only have, say, one province with a gov? The game doesn't seem to allow you to send all of your slaves to one province.

It says right in the manual and the advisor tells you that enslaving a towns population distriputes them to other cities in your empire who have a governor. Read the manual if you don't believe me it's how I found out that the marian reforms event has no set date.

never mind. i think i figured it out.

game reduces the total number of slaves at higher difficulty settings, and doesn't tell you. So the number of slaves indicated is not in fact the total -- it's some % of that depending on difficulty.
