Senate causing devastation in my province

Hello, I'm having a problem here. I am playing the imperial campaign as the Scipii, and I have taken over all of Sicily and am moving into North Africa. I have also completed every single Senate mission to keep in good standing with them. Unfortunately, over the past 10 turns a Senate army has been sitting in the corner of my Capua province (my largest city), causing devastation and reducing my income. It looks to me like it is stuck there.

I have noticed this before, enemy agents like diplomats tend to sit in places forever, though I didn't know if this was intentional. With a full stack in my province, I am guessing this is some sort of bug, but if not can someone tell me how to get rid of it? My popularity with the people is not enough to attack the Senate yet, and I don't see a diplomatic option for "get the hell out of my province!"

Post this in the official bug thread that has been 'stickied' at the top of this forum.

Send a diplomat and make sure that you have Alliance and Military Access treaties current. With Military Access I don't think they should be causing devestation.

Weird, then I don't know where the devastation is coming from. Are you sure it is completely gone and not simply reduced? It would be realistic if there was devastation even if we have granted military access.
