The thing about religious buildings is that they are limited by faction. Each roman faction can only build 3 kinds of temples to 3 gods, building one kind in a cities precludes the other 2. I can't remember the mix now but Jupiter saturn mercury mars and vulcan are covered. This shrine of Esus is non-roman I assume right? Well if it's bonuses aren't aligned with the bonusees of your roman faction you can't build over it. I did this as the Brutii where I build a large temple of Mercury over a temple of Hermes in a city I took from the greeks. Also if you smash the shrine of Esus you won't be able to rebuild it. I you want more help give more detailed info plz.

EDIT, when the town upgrade you build roman style buildings over the barbarian old ones, that is when the time comes you can build a roman barracks over the barbarian muster field
