I don't think it weights the command rating much at all. It seems almost entirely random from the half dozen times I've used it. Then again, the pre-battle screen that shows the "balance of forces" seems pretty whacked at times too.

Perhaps auto-resolve assumes the human will use the AI's patented "suicide daimyo" charge?
