    Default Trying to keep order in some cities.

    Now it seems to me that some cities are impossible to manage. I play the Junii campaign and have conquered and held 2 major Gaul cities for about 50 years now. Every turn theyre on the brink of rebellion. No matter what i build or do theyre never satisified. The only conclusion i've found is since the cities are placed on the frontline they are under constant siege and trade routes get robbed.

    Is there a solution for rebellious cities that doesnt include mayhem and murder?

    or do i have to

    1. Give the cities back and the reconquer it and massacre the towns?
    2. Conquer all the enemy cities nearby? Which just leads me to another problem. Those cities will get rebellious.

    It seems like an expansive doctrine is the only one working in RTW, a slower balanced warfare with it's fundaments in trade and diplomacy doesn't seem to work at all.

    Give me some hints.

    Option 1 have work the best for me in my Julii campaign. Help them get rebelious, get your army ready and solve the problem. Huge cash income plus the order restored for a good while.

    I think the influence of a general has an affect on order in a city. I have one general who by himself increased happiness more than 8 units do. If I am right, then stationing an influential general in your city will help a great deal.

    Have you destroyed their shrines and replaced it with Roman ones (reduce culture penalty over time)? Have you been also building infrastructures that increase happiness? Public health buildings?

    Double click on the province and then details. You can see exactly what your province is lacking or the cause for discontent. . You can see the percentages, for or against happiness, growth etc. Great feature. They need to balance the squalor just a bit because you often times inherit squalor from provinces you conquer. Public health build should increase happiness by 7.5% instead of 5% for each upgrade.

    Yeah i knew about the generals but the thing is, i have 3 of my top generals in those 2 cities. I dont want them to be there. I want them to lead the troops or commit to something more important. My generals is also 40+ in age so i dont have that many years left now.

    Regarding the shrines and so on ill look into that.

    well, the general thing is not a real solution; come on, you make it sound as if it's so easy to get generals with huge bonuses to order !
    sure, I can make them get 10 command stars in a few turns, that's easy, but you have no control over order vices...
    Besides, you'll never have enough generals with order bonuses to fill all your big (and therefore rebellious) cities...
    That's just wishful thinking, but I'm pretty sure it's not realistic.
    However, I don't really like what is currently known as the best solution: let them rebel, then exterminate them. I mean, of all the possible ways to manage an empire, this seems one of the weirdest ones... (not to mention that it's not historically accurate, but more importantly I finid it a little strange that your overall managing strategy should be raze & burn and then rebuild, then repeat)
    Therapy helps, but screaming obscenities is cheaper.

    I agree with one of the previous posters. Make sure you demolish their local shrines and build your own. You cannot upgrade their shrines like you can your own. I spent 20 years with the Egyptian main cities along the Nile highly rebelious. Then I finally realized I should scrap their Shrines. Now i've got them around 100 happiness with taxes maxxed out ;p

    Its hard to go wrong with tier 3/4 shrines that add 50% happiness.

    Yes, listen to Quietus on this one. At some point it becomes critical that you replace a conquered city's indigenous cultural buildings with your own. You simply cannot tech up certain culturally unique buildings.

    Also most of you may want to forget about being a kinder, gentler conquerer because in the long run it really doesn't pay to be a nice guy. Enslave or exterminate all conquered cities, it's the only way to keep them under control. If they riot and rebel re-conquer them and enslave or exterminate the lot all over again. Or you could do the following, which is somewhat 'gamey' but effective....

    For cities that are getting unruly consider building scores of Peasant units to bleed off the local populace. You can then send these units to your low population cities and disband them for instant population boosts! Forced migration of troublesome locals to the far corners of your empire can work to your advantage... after all, it worked for Stalin!

    Or you can make those peasants a first wave attack.

    I do that but I use town militias as they can actually do a little bit then you bring in forward the real army.

    Shrines you should destroy and replace but happiness buildings you really don't. In my Julii campaign, Carthage has an execution square and another city I have has an Odeon. I was able to build arenas without destroying either one.
