RTW is still rough around the edges and there are several weaknesses.
For instance: Despite the new siege options and features, the battles in Medieval: TW took longer, required more skill and rewarded well thought play more.
In Rome, I usually rout them and they have like 1-2 survivors all the time. Just rush them, CTRL-A and klick a unit. I could enter from two sides in a Siege, but why, I can bash them frontal as they are.
The Paper-Scissors-Stone Principle of Rome is often near to non-existant.
I enjoy playing Rome, it is overall better than MTW, mainly due to the strategic map.
But the tactical battles suffered, and do not tell me the units look really much better than in MTW from a distance.
Tactical Battles have been sped up and dumbed down! Hiding in woods is now an art due to the fact that you hardly see your own units e.g. - Spearmen vs Cav, Cav vs Infantry, Infantry vs Spearmen and such things are rather weak and unimportant compared to MTW, as many units spear boni do not seem to work in RTW.
The building options are basically that of MTW - and I do not see a heck of a strategy there involved compared to Civ3 e.g.
