Default Riot! - But so what!

Often in my campaign as the julii i have the 'peasents are rebelling' symbol next to my captured gallic provinces, but only once have i had an actual rebellion (where you get the message at the end of turn) result from them. If there is no rebellion, what is the symbol actually signifing?
Comments would be appreciated; i need to know so i can deal with it!

When the public order goes into the red and the pitch fork appears it means that there is the potential for a riot in the city, you can tell if there is actually a riot if there is smoke coming from the city and it makes a burning sound. Red public order means that a riot could break out, which could turn into a rebellion. It's not a sure thing as public order is affected by a lot of factors which can change from turn to turn.

I've had cities go from red pitchforks to total green faces in one turn. So like Lars said it could happen. Sometimes it does, sometimes it doesn't.
