Dual Seige Results-Race for the city center

I wanty to get my greedy hands on Sparta because itwas rich and it had rebeled against the brutii I sent my forces by boat but by the time I got there Brutii were already laying seige I only took 1 turn to prepare then I assulted, I rushed to the walls in my haste I dug a sapping point right underneath my seige tower this caused me to loose an entire cohort because when the wall collapsed it destroyed the tower but my men rushed in through the other breach rushed to the city center took big casualties fighting the phalanx head on but I eventually secure the city center then the Brutii forces come runing around the corner about 30 seconds later , battle over Brutii get Sparta!!!??? DAMN YOU!

I actually had the opposite happen to me... I was a bit happier with it than you are, i suppose...

Perhaps the old MTW system still applies: The one with the biggest army gets the province..

Can you confirm if that is true?
