Use them as opportunities to groom potential adoptees or husbands. Take out "captain" led armies to subdue, and the guy might make an excellent governor later.
I think this brigand creation might be related to the "unrest" stat, but I haven't tried to quantify it yet. It could also be caused by spies or assassins wandering around the land.

My experience is that my AI controlled faction neighbors have cities that are usually in a place of unrest. However, these annoying rebels go to my territory instead. In my Julii game, Tarentum (Brutii-controlled) grew large and had low public order. Every few turns, a new rebel army would form and march towards Ariminium (my territory). That also happened along my German borders. It's good training in the beginning but became quite tedious in the end.
