I think someone mentioned that you can only get them from the Senate, or something similar. You can't build them.
That would make sense and it would help make the senate missions worthwhile!

I was able to produce them in my Julii game. I was only able to produce them after i conquered the senate and could only train them in my capital.
Im playing a Brutii and i can train them on almost every region, it took some time thoguh until they were able to be trained. When i conquered the gauls, they were available in nearly every region too.
You just have to build a lot of building or it might have something to do with the time. im on 154bc right now.
You can't build cohorts until after the Marius Reforms.

Which makes me wonder.
Is the Marius event really random? Is it based on a certain date or is it maybe based on army size or empire size? I mean, if it were truly random, then you could possibly get them on the second turn, I have not heard of this happening.
In my Julii campaign, it happened about the time after I had already conquered the Gauls and was just mopping up the last of the Spanish. I was just beginning to build armies around my new Triarii's from my capital. The date escapes me, I wish I would have remembered it. But I was certainly "into" the campaign a bit. I had not fought Rome yet.
Anyone else have any insight onto what exactly triggers the Marius Reform event?

I saw in the dedicated RTW forum of this site that, in order for the Marius reforms to come about, you need at least one "Huge City." I believe that's approximately 24000 residents. The last barracks available to build (check the cool technology tree thing in-game) allows you to build urban cohorts. Additional upgrades will open up more to you.
The senate gives you "the best units available that you can recruit," and later in the game those Cohorts are available for you to build regardless of your status with the senate.
To be precise, you need to build the Imperial Palace. Once it's constructed the Marius reforms will kick in. Oh, and if one of the other Roman factions builds an Imperial Palace first it will also start the Marius reforms for your own faction (and vice versa).Originally Posted by Mariux Maxentius
