I was surprised and pleased to find new spies when I bribed armies.
Apparently, if a spy is travelling with an army and you bribe the army, the other units disband but the spy and any family members are yours. I assume the same rule will hold if diplomats are travelling with the army.
This is also true of cities... if you bribe OR conquer a city, any agents that were inside it become yours.
