    Default Culture Clash

    How in the world are you supposed to get rid of the culture difference when you take a new city?

    It is adding a 50% decrease to public order!

    I've tried destroying old temples and building MY temples instead, I've tried enslaving and even exterminating the population (using a save game to test differences), I've even tried just waiting it out for a number of years, but NOTHING works.

    There has to be a way to assimilate these morons.

    The only solution I've been able to come up with, unfortunately, is putting in a half-decent governor (doesn't even have to be a good one), and leaving a large garrison there for a few turns, while lowering taxes, etc. It slows you down a bit, but it's less costly than having your provinces rebel during your march through Asia Minor towards Egypt (just a personal example scenario ;) )

    1. Exterminate the populace if you conquered a city with a culture very different from your own.

    For example, Greeks and Romans, Numidians and Carthaginians, Spaniards and Gauls and Germans etc.. these people get along well. However, if for example a Carthaginian army conquers a Roman city, if you keep the populace alive, the culture differences doesn't die down until the amount of the population growth after the conquest, significantly exceeds the initial population. For example, if you conquer a Roman city that has 5,000 people in it, the culture difference won't die down until the population growth goes over 15,000 - where the "new Carthaginian people" outnumber the "old Romans" by 2 to 1. I'm not sure if the mathematics work this way exactly in the game, but empirically, it seems to be the case.

    However, if you exterminate the populace and there's only 1000 people alive, the culture difference quickly dies down by the time the population reaches about 6000.

    2. Destroy all "infidels"

    Destroy all buildings that significantly differs from your own. For example of a Carthaginian conquest of a Roman city, destroying the temples of Roman gods, and replacing them with your own temples of Phoenician gods will immediately lower culture difference by 5~10%. Also, destroy buildings not familiar to your own, such as forums and circuses. It may have a bad effect on the short term, but in the long run, the culture difference does seem to die out siignificantly faster.

    Get rid of all the foreign buildings. Temples are the obvious one but also if their unit producing buildings differ from yours, get rid of them too. Do that for all of their buildings.
    With the temples you have to destroy them but with their unit producing buildings and blacksmiths etc. you can just upgrade them and they change to your style buildings.

    I think also the distance to your capital comes into play here as well, while it might not directly affect the culture clash, it does give the people a warm glow to realise that their oppressors are just down the road...
