Default can someone explain to my the upkeep of equites are so cheap?

    110 denari.

    upkeep for pesants is 100.
    upkeep of archers is 170...

why would anyone use townwatch for garrison duty when calvary is so much better?

It costs more at first but will more than make up for it if you ever have to do ANY fighting.

it doesn't seem to be either historically accurate nor balanced?

For garrison duty, I think the size of the unit matters when determining loyalty effects so equites may not be the best. However, I agree if you think you are in danger of having to use your garrison to fight... In MTW, I tended to use reasonable troops for garrisons, but in RTW I have not found it important yet and rely on Town Watch.

I agree with the general point that up keep costs don't seem well thought out. Basternae mercenaries are currently my favorite undercosted unit - 2HPs and very powerful attack, but have the same cost as Hastati.

Go through the list of all cavalry units and you will see they are are all very cheap in support cost. They are a lot cheaper than cavalry support cost in MTW.

IMO that creates a unhistorical effect as ancient armies had lots of infantry. The power of heavy cavalry in RTW and their cheap support cost means RTW is more cavalry oriented than MTW.
