*shrug* Something the settled populaces unfortunate enough to share border with the nomads have, in one way or another, dealt with since the latter figured out the trick of riding horses. If one is to judge by how many a great sedentary empire was built (and, as it tends to be, rebuilt several times) right on the edge of the steppe or even smack in the middle of it, they could conceive some pretty workable techniques.
The first among which tended to be the old strategic deterrent of making it not worth the trouble for the opponent to attack you, if only because taking bribes is a lot easier way for a nomad prince to get rich and powerful than trying to reduce fortified cities (something most nomads flatly sucked at; the Mongols had to recruit Chinese engineers for the job).
