Is it possible to change the no. of units a player can control to more than 20?

Is it possible to change the no. of units a player can control to more than 20?
if the comp. can handle no. of 20,000 men on the screen, and the max unit scale is 256 men, can the modders edit the no. of units from 20 to say 30?
