I have yet to even get that far in a campaign.

Before then my cities are buried in filth and its hordes of citizens are rebelling.

Also my allies seem to be more likely to attack than the neutrals and I'm at war on all fronts.

I keep restarting the game because it gets so messy and no amount of proper planning and execution can stop it.
