You can definitely watch the cities. Go to the construction page, then hit the little scroll icon (which breaks down the happiness/growth factors), and on that big scroll there is a small icon (has a magnifying glass in it) that is for viewing the city.

As far as watching the games, I don't know. I tried viewing the city during a game (had games set to "daily", complete with the arena icon on the strat map), but didn't see the games.
