First of all, I think you need to have 2000 denarii in the bank to have an option to bribe anyone. That's still not a guarantee you'll get the option; I have assumed that if it's missing, it means you can't afford to buy them off. I've only had seen it missing when dealing with largish settlements and fairly large armies led by generals.
