Has anyone made a mod to get rid of this yet? I'd love to be able to actually get some positive benefits from leaving a family member to learn at an academy in the towns. Plus not pickup bad vices at the same time.

Well, some of the bad vices occur for having Low taxes and a high Happiness, other just for not moving.
So not even building any building in a settlement could give your general bad traits.
Modding this should be easy... just reduce the chance to 1% or 0%(is that last possible?) or increase the thresholds.

I so agree Excalibur, we most certainly need someone who can MOD those traits out, having to move each Gov out/in every turn to avoid being "lazy" is annoying.
