I'm playing as carthage and i've upgraded all my buildings in the city of Carthage but I'm not able to train the sacred band infantry. How can I train them? Do I need a certain combination of buildings?

you need to have the temple of baal 3rd or 4th upgrade to get sacred band inf, check the tech tree for your temples.

Well u wasted a load of time by now to train sacred band, poeni infantry aint that bad also though...

Yeah, if memory serves, it requires the temple, but only says "Sacred Band" not whether it is infantry or cav or both...
I didn't have much luck with the "Scared Band Infantry" on VH/VH. I would save the money and time to build long shield cav...or build the Sacred Band Cav instead. You can drag along a few infantry for sieging and holding a bit of line for any ranged units you might get, but with Carthage, cavalry is the answer.

The highest Temple upgrade gives you Sacred Band Infantry as I remember.
However Red Harvest's suggestion is better. Take Sacred Band Cavalry. And Poeni Infantry are good as well.
