Is there any way to add new factions?

I have not done it yet. I believe it can be done. You simply have to seek out every single faction reference in every single .txt and otherwise linked file, and add your new faction.

This is a lot of work.

Most likely not. If you look at the interface TGA you will 18 faction emblems. This means that you cannot add more emblems since R:TW will not look for it. With M:TW we had the option to just add an image that solely contains the emblem. But since they are now merged this is not how R:TW works.

Perhaps the option will be added in a patch. I have already suggested it.

Yeah, that's what I was looking at and what I was afraid of.

I find it very surprising that this was possible in a previous game, yet impossible in this 'most moddable game yet'.
