    Default Riot - but where is the rebel army?

    Last time when I removed all garrison outside a city, the riot happened, but the city is still under my control. I was hoping a rebel army would stand up to take it over (and receive the subsequent slaughter ). So I wonder:

    Does a rebel army only show up when kicking out garrison troops? In other words, if we remove all garrisons, the city will never rebel to another owner? Or there is some other story - thank you very much.

    don't know, I've definatly had a city taken over by rioting when i've had no garrison in it (in my last Julii game i deliberatly made cities rebel by taking out the garrison so that i could attack it again and then loot it again)

    It depends on the level of public order from what we can tell. Somewhere around 40% you normally get ejected from the city, and there will be a rebel stack in place.

    Yeah, I think you get rioting when you're just below the necessary 75%. Actually, every time I get rioting is when the loyalty drops five percent to 70 when the game is working through everyone elses turns and moving onto the next turn. I assumed it was because the place was stable when I ended the turn. Wouldn't be very fair for someplace to suddenly kick you out and go rebel without any warning at all during the end of turn calculations.

    I've tried getting a rebel army produced in a rioting city by leaving it, and a turn or two has passed without that happening. so i just moved my army back in and everything was okay, the rioting stopped.

    If you get a Riot event you will not lose the settlement...

    You have to get a Civil Revolt event to actually get a rebel (or other faction) army appear and kick your troops out...

    What I find extremely annoying is taking a province you already know will be trouble, exterminating the population, and then continuing to have riots and uprisings for the next three or four turns. WHO IS REVOLTING? There are only 400 people in the town, and I have over 2000 troops. Is this some kind of bug, or just sloppy programing? With 400 civies, figure half are women, and at least a fourth are kiddies. So now you have 100 males terrorizing 2000 legionaires? Really?

    Thanks for all the replies. So, the loyalty level has to drop to VERY LOW in order for a city revolt to occur, or it is just some random chance event below 75%?
