OK, I figured it out. First, the Compaignes d'Ordonnance are actually Knights Santiago, not Knights Hospitaller as stated in the Faction Descriptions. Secondly, It was not possible to build Royal Court4 (Baronial Estate) in my game, so I changed the requirement to Royal Court 3 and voila, Compaignes d'Ordonnance.
