Aye to that Quillan and it's even worse when they block your way in or out of cities or narrow passes. As the Julii I had 5 Brutii armies camping outside my capital's walls as if they were laying siege, only they weren't. Couldn't move units in or out, tried bribing them but their prices were simply ofensive and when I tried to do some hostile negotiations with them a window popped up saying I didn't have enough support from the people to start a civil war.
