Also is thier any way to get Bishops, Assasins and emisaries with higher valor? Almost all of mine are zeroes and not of much use.

There are building upgrades for spies and assassins once you install VI. Furthermore, assassins get a bonus in Syria, and inquisitors of both kinds get one in Castille. There are also a number of hero agents with improved stats. You can find more about agents in this thread: Agents
