Default Naval mod: Why not for RTW

I read about a new naval mod for rome total war. Why not create the naval arm for the original? The game feels half finished without it.

The inclusion of naval battles has been discussed a number of times in the Colosseum. I think that it would be very hard to do: naval battles are intrinsically different from land battles. For one thing, you fight the elements as well as your enemies; for another, you use ships instead of men. It is well possible to make a naval battle simulator, but not with the current R:TW battle engine (unless it is heavily modified). And I am sure nobody is waiting for a game that features very realistic land battles but represents sea battles with something that looks like moving cardboard pieces over a flat, blue field.
