Quarantine the city. Do not send any of your troops, including your generals, out of the city until the city is free of plague. Any general in the city should stay in there until he is free of infection, or dead of course.
You cannot stop it. You can only wait.
Quarantine is a good thing if you don't want to spread it further into other cities. Check the unit-card and look for the skull symbol. It will tell you if a certain unit is infected. A city usually takes 4-6 turns to get clean again.
If you want your neighbour to participate in your misery, send him an infected spy. When your spy enters one of his towns, it will become infected, too.

You can even avoid death :D,
if you quicksave before the end of the turn, when the infected general dies, load the saved game and in most of the cases he will not die again.

I had a spy infected with the plague for about 15 turns. I managed to infect 10 towns with the plague. Its a very cheap way to annoy your opponents.

I did that with the Scipii's African provinces during my particular Roman Civil War. In my experience the plague totally buggers a city's income level, so having a bunch of infected spies traipsing around enemy territory is a neat way to hurt their wallet.
And when the old spies go and die of the plague replacing them is a simple matter of infiltrating a fresh, healthy young spy into an infected settlement...

As everyone above, but building public health buildings reduces the chance of getting the plague in the future. Also, I find that sometimes just taking the infected generals and other named characters out of the city (and just leaving them somewhere in the wilderness) is enough to stop your citizens and soldiers dieing, though don't forget the character is still diseased.
Another thing you need to be careful about is infected fleets... Ships always stay infected and cannot be cured. (can be handy if you like to spread the Plague to your pals)
Also you cannot find out if a fleet IS infected by looking at it because the skull icon is not there. The best way is to take note of the "death stalks the land" scroll and if there are any Admirals in the list hunt around until you find a fleet commanded by an admiral of that name and don't use it for regular transport. (or rather, use it for Spy transportation to spread the love)![]()

I've found that when you begin your turn and you get the message that plague has struck your city for the first time, if you check your named characters (generals, diplomats, spys etc) they are not yet infected. I move them out of the city and just let them wait outside. Nobody else goes in or out of the city for a few turns until the plague has ended. Then I move the named characters back in. If you don't move them out on the same turn the plague struck, then it is highly likely they will be infected at the start of the next turn. If public order is low when the plague hits, sometimes you need to choose between letting the city riot (by moving your gen outside to keep him healthy) or keeping him inside (to keep order) and giving him the plague. I usually base the decision the general's value as either commander or governor. If he's not that valuable, I'll keep him in the city to keep order, catch the plague, and eventually die. Meanwhile, I'll move another general to within one turn of the city so he is there to take his place once the plague clears.

I had really bad luck with death stalk. Two of my precious generals that were leading my northern front died because of a plauge. I had to abandon my cities, nothing seem to help.
SO I figured that the cheap way out is to let the city rebel and be taken over by rebels, but not to attack the city with your infected army. Instead with a healthy army. Take the city and you'll find out that the plauge is over. Meanwhile I just left my infected armies sit in my northern borders. ANd as far as I can remember they are still there sitting around. i don't want to move them at all, besides I don't need them anymore, but they are good for defending.

Does it really never stop, and continue killing them all? Or, if a General gets it, does he always die? If so, could you end an entire civ. by killing all of its family members, just on the basis of them catching germ warfare?![]()
A few things to keep in mind:
When a plague breaks out, sometimes named characters aren't affected right away. Thus it is vital (if you care about them) to check when the plague first occurs. If they are not infected, move them outside the city (but keep them isolated, just in case).
Even if they are, move them out anyway (and keep them isolated). This way if the city recovers before the character (or vice versa), the other doesn't reinfect the first.
Oh, and it pays to scout out a city *before* taking it. More than once have I taken a city, only to discover it was plague ridden (I guess I didn't notice the disfigured soldiers defending the walls ... ), and ended up losing a very experienced general to disease.
