Allowing Carthage (the city itself) to build an aqueduct or higher would actually be adverse for it's situation as it allows for more growth. Carthage, with its base 5.5% does not need any help in that department. Now the Arena, is a big Roman bonus that others do not have.Originally Posted by Zorn
As polite as I can put it, there is truth in the statement "manage your cities better", but it should follow with an explanation. You can cap Carthage's growth as early as 29,000 IIRC which is an ideal number and quite manageable considering all things like garrisons costs. This means building no farm upgrades, only 2nd level market upgrade, and only level 1 port. (seems to import food at level2, go figure?) High taxes, and a good governor helps but not necessary.
We don't have to build every structure available for every city, and considering that farms, markets, and ports are food related structures, Carthage does not need them. All Carthage should be building is troop structures and happiness buildings. Building sewers and baths soon enough should keep the plague away.
