If you are tired of constant plagues messing up your army building, I think that I have found a way to adjust it to your liking (limited testing, so I don't know if this will always work. I started messing with this after a test game where I never had more than two turns without one of my core troop-cities being in a plague condition.
While "plague historical events" are contained in the descr_events.txt file, it appears that the "random plagues" are preset in the *\base\map.rwm file. If you go into the *\base\descr_disasters.txt and change the frequency for plague, followed by deleting the current map.rwm file (it will be regenerated the next time you start a game); then it appears that the chance of experiencing a "random plague" is adjusted. For example, I set the plague frequency to 100 and just ran a test game for about 80 turns without any settlements experiencing plague (even huge_city's which are normally plague magnets).
Just another suggestion to play with!! (or maybe I'm totally wrong)
Footnote: Any changes that you make in the "base" text files don't take effect unless you delete the current map.rwm file.
Update: After the original entry above, I had 4 "mod-test" games to about 50 turns without plague. Then I had a mod-test game where plague hit my capital within 10 turns. You may be able to lower the plague odds, but it is still there.
