Isn't the later one available after the Marian Reforms? That is what I always assumed.

I've never managed to upgrade them too. I thought it was because I hadn't build the required buildings but now that you pointed this out...

the upgrading of generals/family members etc doesnt happen for any race when you build royal/imperial palace, lets hope the fix this aswell with the patch
