As I understand it, the strongest Roman heavy infantry unit is the Urban Cohort, built using the Urban Barracks (requires Imperial Palace and Army Barracks to build). This is slightly stronger than the Praetorian Cohort, which requires an Imperial Palace.

Admittedly, I don't have it in front of me, but I don't think Legionary First Cohorts are listed on the Roman tech tree. I think you only get them as gifts.

If they do work like generals so much, is it possible that they gradually regenerate like general's bodyguards do (I think)?

I think there are too many "I think"s in this post. Never mind.

    Owen:

I've never seen the first cohort regenerate men on its own, but that's actually a really good idea! It would represent elite soldiers from other elite armies slowly coming in to refill the ranks of the awesome first cohort, kind of like them getting their big break. It would also be a fairly easy addition to implement, without inlcuding the first cohort as buildables, thereby spoiling their special nature.

    Siris:

I suspect you have eagle fever! You could probably mod them in, but then you really just end up with yet another legionary unit. Also, although they give the impression, they really aren't head and shoulders over the other legionary units. Here's how they stack up stats-wise, straight out of the chute.

    First Legionary Cohort:
    Attack 9, Missle 13, Defense 22
    Morale 10, Highly Trained, Disciplined

    Urban Cohort:
    Attack 14, Missle 18, Defense 24
    Morale 12, Highly Trained, Disciplined

And of course, other things can modify this, but you get the idea.

The only edge the First Cohorts have over the Urbans is the Eagle (& the one extra man). And several units of eagles in one army, hmmm, just doesn't feel right to me. I mean, how many first cohorts can you really have in an army of cohorts?
