More weird stupid questions

Is it possible to link building construction to:

a) a specific alliance - like allying with Spain will let you build something that lets you build Iberian troops (akin to a more complex and diplomatically related mercenary hiring system)

b) a specific office - like you can only recruit Praetorian guards once you hit for instance Pontifex Maximus level.

As far as I can tell, these are both nos. The only game states you can access are:
presence or absence of a building or buildings, presence (but apprentnly not absence) ofa resource, and a specific faction or factions control. These are all province specific. There is no known way to limit the number of buildings in a faction or to use imported resources for instance.
