Gold rated Armour/Weapons

How do you get gold rated armour/weapons i can only currently get these in messana and most of my cities are fully built at the highest level?

Look at the temples description in Messana. More than likely you have a temple/pantheon in messana that is allowing this and is in combination with a foundry.

Now if you mention what faction you are playing as this would allow more help

im playing as the Julii and i have the whole of italy, sicily, greece, and most of gaul and spain

Julii can only get the gold with the aid of temples from outside of their temple group.

well its messana so its propably a scipii temple/vulcan to be exact

I believe that any pantheon plus a foundry get the Romans to gold.

Nope. Any Scipii Pantheons works, but a Julii or Brutii Pantheon doesn't.

Factions that can get gold weapons and armour are Scipii (Vulcan), Seleucids (Hephestus), and Egypt (don't ask). Macedon can get gold missile weapons via a temple of artemis.
