    Default Extermination penalties

    Well it just popped in my mind a good counter to exterminating a city. And since people want them heres an idea

    After extermination there is an 100 percent income reduction for the city and is reduced by 5 percent a year. This would make it take 20 turns for this city to become fully functional again.
    When a fox kills your chickens, do you kill the pigs for seeing what happened? No you go out and hunt the fox.

    Or cause fear in all the new settlements and cause riots revolts for a few turns, income is usualy not a problem for me anyways

    Crank up the amount of unrest in an exterminated city? Such that the increase in unrest from killing lots of people would be more than the squalor drop from the reduced population. Then that would make extermination useless for squalor control.
