Alliance option not available
hello, everyone this is my first post
I do not see an alliance option with certain factions no matter what I do. I am playing as Brutii and have always been friendly with the greeks, and have never been to war with them unless the senate threaten to take money from me in which case i would just blockade a port for one turn. I would usually goto ceasefire right after. Now I am outlawed but I can not allied myself with the greeks

Whenever this has happened to me, I've noticed that the faction I'm trying to ally with is already allied to another faction I'm at war with.
Check who is at war with who on the diplomacy screen, and I bet you'll see that this is the case.

No actually, Im not allied with anyone, nor are the greeks
