in the game you need the "sparta" resource to build spartan hoplites.

if you look at descr_regions.txt sparta and syracuse are the only 2 cities that have this resource.

it makes sence cause Gylippus trained the natives.
However, that was around 415 BC (around there) and the game starts in 270.
