    Post Occupy, Enslave or Exterminate? - The pressing question v1.10

    Considering i have just spent the last 2 hours answering other people's posts, i think it's only fair that i get to have my say.

    When you take a city from an enemy, or get it in a rebellion, you have 3 choices as to what to do - occupy, enslave and exterminate. Below is when i would use those options.

    Occupy
    Basically, this gives you the city without harming the population.

    Pros: - Population level does not change, so you can build up the city quicker. (eg. As the Scipii, you take Carthage early. The city is very advanced, so you can build it up and get good units, and the marius changes, earlier)
    - if the city is of another culture, more population means it will grow faster and allow you to get the next level of government sooner, thus reducing the culture penality

    Cons: - You have lots of people in the city, so squalor is a huge problem, and lots and lots of people may hate you. This may lead to you having to leave a huge garrison there to maintain order

    Occupy is useful when
    a) you want the city to grow
    b) the city is of the same culture as you, meaning there is no culture problem

    Enslave
    Ensave city is basically the middle ground. It spreads about half of the population between cities of yours that have a governor.
    Pros: - Helps your other cities to grow
    - Removes some of the population, increasing public order

    Cons: - Can cause squalor problems in your governed cities
    - Does not fully remove culture and squalor problems

    Enslave is only really useful early in the game, when you are building up a few main cities. Just have 1 or 2 cities governed and they will get a big population boost when you conquor. Otherwise, keep in mind that enslave is a middle ground and there will often be a better option.

    Exterminate
    Exterminate population kills most of the people in the city, vastly increasing public order.
    Pros: - Public order increases vastly due to 2 factors: less people=less squalor and less people=more effective garisons
    - You get a lot of money from using this option, often (in the later game) between 10 and 50k

    Cons: - The city will not be able to grow for a long time, as it must replenish the population (eg. you exterminate a city and leave 3000 people alive. However, it needs 24000 people to grow. This means it must gain 21000 people before it can grow)
    - You won't be able to mass build due to shortage of population

    Exterminate population is a must when moving through hostile areas of another culture, as it reduces the culture penality and squalor. Also, the new citizens who grow up to re-populate the city will be loyal to you, reducing the culture penality.

    As someone has mentioned by all means, if enslavement does not keep a city fully under control, then exterminate all further cities of that culture.

    Also, it is true that exterminating does not directly help reduce the culture penality much. However, the new citizens who populate the city are of your culture, and so help reduce the penality. The best way to reduce the culture penality is, as i said earlier, building your own government building in the city.

    Are your LOYAL cities getting out of hand due to squalor? Well, there is a solution! Simpily:
    1) remove all troops from the city
    2) give it to an enemy of another culture as a gift (note: the enemy must not be able to get to the city and garrison it within one turn)
    3) next turn, the city will either rebel back to you, or still be empty and hostile so you can move in!
    4) when you regain control of the city, exterminate the population
    Note: only do this trick on cities that have advanced to the final stage (ie. over 24000 population) and you have constructed the revelant government building in the city, as the cons will be the same as those discussed under "Extermination".

    Well, that's it. It was more for beginners than experts, but i hope it helps someone and stops the repeated questions on the topic.

    Ideas, flames etc are welcome, as this is only the first version (and my first guide, it shows, i know) and i am looking to improve.
