Its entirely up to which city I conquer. Whenever I conquer a city of different culture, I exterminate, and then destroy their temple. (With Julii, I always exterminate Gaul cities). If Im conquering a city of the same culture (like when Im Carthage and take Numidian city, or Roman House).
However, I like to "kinda role-play". When a faction attacks me, I always exterminate their cities and desecrate their temples as a revenge![]()
When I take a low-population city, I usually enslave, or I enslave when my cities just need some more hundreds to reach the next city level.
I find that occupying enemy cities just gives trouble later on, while exterminating gives you 20-40 turns of peace until unrest starts.
Oh...any city that revolts, automatically makes it to my Exterminate list.
And some cities like Pergamum, Halicarnassus and Corduba I always exterminate when I take it, as they are VERY prone to revolt.
