I generally like to exterminate when i'm going to war on multiple fronts and i'd like to cut one of my enemies down a few pegs. Usually I blitz towards a major city in the enemy territory and after that I can deal with whatever they can muster with a well rounded garrison while I refocus my efforts towards another front.
