You can't unlock them, but you can play as them. Go to:
Rome - Total War\Data\world\maps\campaign\imperial_campaign
Find a text file called descr_strat.txt and move "slave" from the unplayable to the playable section.

I'm not certain about this, but I think you'll still encounter problems, because the rebels aren't designed to be played (like SPQR).
There is bound to be some problems, but the game won't crash outright, people have actually managed to play with them. The funniest things are of course that you get free armies every turn and don't have to worry about revolts any more.![]()
Yes thats true. But you cannot build armies, except for the first turn, because you are always losing money. Still fun to play though.Originally Posted by anti_strunt
