Every province that can train elephats, meaning has a phant figure on the map, has a chance of spawning elephant mercs.

i have been playing RTW for some time now but I have only been able to get elephants by building them ( partia, carthage ) and even when I trie to get mercs. in an erea which has one of those elephant pics. on the campain map.
i only get the change to hire libyan merc. etc... never elephants... frustrating.
does this have anything to do with the greatness of your general or am i just unlucky or something like that

The probability of a merc elephant unit being produced is quite small: 0.005 to 0.015. There are two groups of regions, so the chances of seeing a unit on any given turn in one of the pools is 67:1 at best, and 200:1 at worst.
